To the best of my knowledge no steps have ever been

taken at this port to exclude prostitutes of British nation-

-ality. The few such women that I have heard of have

found their way here from San Francisco, and it has been

as a rule only after their deaths that their real national-

ity has transpired. At present there are only three wo-

men registered at this Consulate, two of them American by

birth but wives of British subjects, and one a Canadian,

who, I have reason to believe, belong to that class.

The profits made by the better class prostitutes at

Shanghai are, I imagine, very considerably increased by

the sale of liquor. Under the byelaws of the settlement

the practice is illegal without a licence, but rather than

issue such licences the Council have preferred to sacrifice

any revenue that might be thereby obtained and shut their

eyes, perhaps unwisely, to the drinking that is known to go
